In 2010, the CDC estimates the circumcision rate had fallen to 58%. The guidelines are being published in the federal register Tuesday. Studies have not shown that circumcision will reduce an HIV-infected man’s chances of spreading the AIDS virus to women. Clinical trials, many done in sub-Saharan Africa, have demonstrated that circumcision reduces HIV infection risk by 50 percent to 60 percent, the CDC guidelines note. The CDC has taken a cynical and pessimistic approach to condom use and implicitly condones unsafe sexual practices. There also is the curious: the burgeoning foreskin-restoration movement (click here if you must, but beware if you are pregnant, have vascular disease, or are prone to motion sickness), complete with a national organization, NORM, and a startup company called Foregen, which promotes genital integrity and promises to grow you a new one. In evaluating the studies that do exist, the Centers for Disease Control and Prevention (CDC) suggests that this is generally not the case.(6) They acknowledge that minor reduction in sensitivity to fine touch can occur, but at the same time men who have undergone circumcision as an adult generally report either no change or actual improvement in their sexual functioning.
The immediate point of contention is the practice of metzitzah b’peh, [oral suction], during circumcision, which the New York City Department of Health wants to ban. But then the trend reversed. To ensure the expansion of the programme, CHAPS and the National Department of Health selected private sector clinics in high priority areas and trained private providers to deliver free VMMC. Uncircumcised, HIV-uninfected men and male adolescents at increased risk for HIV acquisition through heterosexual sex should be counseled about the risk and benefits of male circumcision (See Box 1).
